Hmm, this is the first time I am hearing about a sizing discrepancy. Please keep in mind that this is intended to be a form-fitting skirt that flares at the bottom. This style has negative ease.

This is a lovely skirt! I do recommend doing a practice dress to get the sizing right. My measurements put me at a Small, and even though I thought I printed the pattern at a 100% tile, the size I actually needed to make was a Large. 5'5" 118 lbs.

Freakin' awesome pattern! I love the feminine flare from the knees to the ankles. So comfy and chic!
