24 sts and 32 rows = 4 inches in St st.
24 sts and 38 rows = 4 inches in border/collar pattern

Finished length: 21 (23 1/2, 24, 25, 26 1/4, 26 1/2, 26 3/4) inches

You Will Also Need:

US 6 (4.0mm) 16 and 29-inch circular needles (used to accomodate the number of sts)
