i was wondering what other kind of yarn can i use to make this vest this.
Some have knitted this pattern with cotton, silk, and other wool blend with great results. The pattern is written for worsted weight yarn. So as long as you keep to this yarn weight and stay true to the gauge, you'll have lots of choices. Really the best thing to do is look at the finished projects in Ravelry to get ideas. I will knit this for my daughter aged 7 for this spring.
what would I need to do if I want to use a Light Worsted/ 8 ply wool , that takes 30 stiches and 38 rows?
There are several different gauges (stockinette, cables, twisted sts) that were taken into consideration in establishing sizes for this pattern. Regardless of the yarn you select, it will be important to keep the gauge as suggested in the pattern. A lighter weight yarn at the suggested gauge may give you a looser stitch. That may or may not work well. You'll have to swatch using the different types of stitches to see if that's the look you want.
I always exprment by starting the sweater or knittin test swatches and KEEPING NOTES.
