what would I need to do if I want to use a Light Worsted/ 8 ply wool , that takes 30 stiches and 38 rows?

There are several different gauges (stockinette, cables, twisted sts) that were taken into consideration in establishing sizes for this pattern. Regardless of the yarn you select, it will be important to keep the gauge as suggested in the pattern. A lighter weight yarn at the suggested gauge may give you a looser stitch. That may or may not work well. You'll have to swatch using the different types of stitches to see if that's the look you want.

I always exprment by starting the sweater or knittin test swatches and KEEPING NOTES.
