This skirtie was created to be crocheted onto any wool soaker (cloth diaper cover). The soaker in the picture is knitted, but it can easily be done with a crocheted soaker. This could also be created just as a cute skirt, without using it as a soaker. You could easily use a soaker pattern with a fiber other than wool (or wool if you like) and then just put it over a disposable diaper, and you'd have a cute little skirt with an underskirt.
