The guage is suppose to be 14st in 4", the needle marks the 14st which is at 3". How do I fix this?

I am trying to make this pattern: http://www.lionbrand.com/patterns/L30162.html, as my first knitting project but I think it's not going to fit with the gauge wrong. I also think I need to work on my tension since one side of my knitting is pulling in, while the other side lays flat.
