Use 2 hexagonal tins for each layer in order to get your star shapes, one hexagonal for the centre and the other to cut into the points. Make sure you colour enough paste for each layer as matching paste colour is not easy. Star shaped boards have to be made also, you can buy silver or gold board covering paper from most cake decorating shops, The boards were cut from mdf so they wouldn't bend.
