Before stuffing my form, I pinned a few measuring tapes in place for accuracy. One at my high bust, one at fullest bust, one at the waist, and one at the hips.If you need to see the process in motion, you can search You Tube for 'make your own dress form' - my process was more of a compilation of the instructions from the Threads link provided, and tweaking it a little as noted above ...

Materials
For the body form: An old t-shirt that I didn't mind cutting up, duct tape, a scrap of fabric (for the neck). LOTS of old newspaper For the stand: A heavy duty hanger, a wheelbarrow post, two strips of small brackets (to secure the hanger to the top of the wheelbarrow handle), screws, scrap wood for the base
What was your inspiration?
We have had a heat wave here in Michigan and I went to pull out some fun sundresses and found I needed to make some. It's REALLY hard to try something on and pin it with accuracy - so I found this thrifty way to make a body double!!!
Before long you'll see the beautiful fruits of my labor - spring has sprung!
What are you most proud of?
I am most proud of the fact that the only thing I actually had to PURCHASE in order to make this was the wheelbarrow handle! We had everything else just lying around ready to be re-used!
What advice would you give someone starting this project?
Search You Tube for other do it yourself dress forms, and see the different takes on them. I'm a plus size woman, so it was important for me to get the 'girls' supported well. I also did a bit of a neck on mine, and small portion of my upper arms - because I love accurate sleeves!!!
