Just make your favorite scarf. The difference here is the edging. (Note, on this scarf, it's a simple half-double crochet in both loops - nothing fancy.)
On the first edge, attach color, chain 2 times and single crochet across the edge. Chain 2 and turn. Double crochet (DC) in the first stich, *chain 1 and skip next stitch, DC*, continue to the end of the row. End off. Do the opposite edge the same way.
Make fringe by wrapping yarn across a surface that is about 20-24 inches long. I wrapped completely around 5 times (which makes 10 strings when folded). Take a bundle and fold in half, slip from the back to the front in one of the holes left by the DC row. Slip the loose ends through the loop and pull until tight. Make sure that your ends are somewhat even. Once all the holes are filled with a bundle of yarn, split each bundle into two 5-string bundles. Working from one direction, take the second bundle from the first DC hole and the first bundle of the next DC hole and make a basic wrap around knot. Continue across (the first bundle and the last bundle will not be knotted).
Next, split the knotted bundles into 2 5-string bundles again. Working in one direction, knot the first bundle with the first bundle of the first knot, etc. Continue across.
When finished, I always fold the scarf in half lining up the ends of the scarf itself (not the fringe). You can then trim the remaining ends to be of equal length.
I love this edging on a scarf. You can make your fringe bundles really long and continue for several rows of knots. It's a very elegant effect.

This happens to be made out of Simply Soft yarn, but you could use just about anything. You'll need a crochet hook and you're favorite stitch. The difference here is really all about the edging.
