how did you make the buttercream icing look like ruffles?

First I crumb coated each cake. Then I added another layer of frosting. Once the cakes were covered with the second layer of frosting, I took the tip of a knife and drug it through the icing starting at the bottom and working my way up to the top. It's somewhat like you are drawing in the sand...if that helps.
