Start with 7-9 4th of July themed cupcake liners. Scrunch up the center of the liners bringing the center up and in to create texture and fullness in the flowers. Apply a generous amount of hot glue to the center of the first liner and immediately apply the second liner. Continue scrunching and applying hot glue until you have a full paper flower.
I used 2 different sizes of cupcake liners and alternated the completed flowers on the finished garland.
Keeping the crepe paper folded as it came packaged- cut a 1-inch wide piece off the end. Unfold the crepe paper and using fringing scissors fringe along the entire length. Roll the fringed crepe to create the flower center and hot glue the end to keep it secure. If the center is too long for your flower use regular scissor and clip off the non-fringed end. Hot glue the center to the cupcake-liner flower. You could start with a smaller width of crepe paper but it is hard to fringe smaller widths with the fringing scissors.
Apply glitter glue randomly on the edges of the cupcake liners using a paint brush or the brush that comes with the glue (I used Martha Stewart Glitter Glue) and dip in a bowl of crystal glitter. Apply glue glitter glue to the fringe edges and dip in glitter. Hot glue the competed flowers to a length of ribbon. I added smaller pieces of metallic silver ribbon to add bling and mimic fireworks.Start with 7-9 4th of July themed cupcake liners.
