What is a dress clip for?

I would use it to make a dess, vest, shirt, etc. look more fitted or to take it in if it is too big. You clip each end to one side at the back, around lower back, and it will sinch it in style. The 80's and early 90's saw them a fair bit. Molly Ringwald wore some fancy beaded ones in "Pretty in Pink" I think.

It is just used to cinch in a dress or shirt. It clips at the waist in the back. You can gather as much or as little as needed. If you have an outfit where everytime you put it on and stand in front of the mirror, you end up reaching back and holding it in with your hand and it looks so much better, then this is what you need! :)
