Joline, look at my white button closure crochet bracelet and it will show the little scallops better for the headband; it is the same stitch.

sure, when you get the headband as long as you want (that is before you stitch the ends together to make a circle) then you go down each side with 5 ch, skip a chain, join in the next chain all the way around to form the little scallops on the sides. When you finish that, you join the 2 ends together and stitch to make the circle of the headband. Stitch the flower to the seam where the 2 ends join and it will hide the seam. Hope this helps.

when you say "When you reach the length you want, then chain 5, skip 1 ch and join with sl st....do this all the way around. Join the 2 ends together and stitch." could you be more specific? It doesn't make sense to me. thank you.

Sure.....make a chain of 4, then hdc all the way across turning at each end. Make sure you stitch in the same stitch at each end to keep the rows square. When you reach the length you want, then chain 5, skip 1 ch and join with sl st....do this all the way around. Join the 2 ends together and stitch. Flower: ch 5, join with sl st. dc in loop twelve times, join with sl st. dc in each stitch around again and join. For petals, sc in any dc to begin and sc 10 times, turn and sc back down the same stitches, join with sl st in next opening. continue around the flower until you have made 16 petals. They will curl on their own. Please let me know if you can't understand any of this and I will try to explain. Thanks!

hdc is half double crochet...you could also just use a double crochet.
