Determine length of finished skirt, use that measurement for fabric width. Measure waist size of person and times this by at least 4. This will be the length of fabric needed for each layer.
I used 3 layers of crinoline, different colors, and 4 layers of tulle, different colors.
Additional top tulle layers are made of 5 inch wide strips by double the length of finished skirt , as many needed to go all the way around skirt once it has been gathered, and before waist band goes on. You may want to wait until this step is finished before cutting additional tulle strips. You will want to over lap strips when applying to skirt.
Step 1 - take one length of crinoline and sew ends together to form a tube. I used invisible elastic to help stabilize seam, do not stretch elastic.
Repeat step 1 for all long lengths of tulle and crinoline. (not 5inch strips)
Step 2 - take all your finished tube lengths and place one inside the other, making sure tulle is on top of crinoline. This will make skirt layers stand out. Once all are inside each other pin all top edges together. Baste around top in long stitches so you can gather top to appropriate size. Make 4-6 inches large than finished skirt waist measurement so you can add elastic in waist band for easy pull on. Once you are satisfied with waist size stitch around top in regular stitch length.
Step 3 - fold 5inch strips of tulle in half and pin folded edge to top edge of skirt, over lapping sides of strips by about 1 inch. until you are all the way around. Stitch in place in regular stitch length.
Step 4 - Measure skirt waste size, add 3 inches and cut a strip of satin this length by 5 inches wide . Fold in half length wise, wrong sides together, iron. Iron up 1/2 inch towards inside on one long side. Turn in one end 1 inch, iron in place. Turn inside out and apply flat side of waist band to top edge of skirt, starting with turned in end, stitch in 1/2 inch seam allowance. When you get close to the end turn in remainder of waist band, making sure it over lapses by 1 inch, stitch in place. Turn waist band right side out. Top stitch in place. Remember it is best to sew 1/2 of band on in one direction and the remainder in opposite direction to avoid puckering. Do not sew up over lapped opening. Slide elastic through opening in waist band, pull thru and sew ends together at appropriate finished size.
Step 5 - make bow from ribbon ,your choice in length, stitch a snap to back side of bow and other half to waist band.

That Abby did not want to take it off for 4 days. A very happy nanny indeed.
What advice would you give someone starting this project?
Have patients, tulle can be very clingy with static making the process frustrating. The end result is a very happy child that makes it all worth while.
