Hi! When I'm knitting the right leaning rectangles the right side of the rectangle looks alittle sloppy! Any suggestions to make it neater?

Some like to slip the first stitch instead of knit it. You might try that.

what wool to make this in? How much larger to use to slip over head and use as head cover as well as cowl?

Any DK wool should work nicely with this pattern . If you go with a worsted or heavier, adjust needles sizes and cowl will be larger. To make this a head cover I would suggest half again as long and maybe twice as wide.
